When you have everyone sick at the same time, the economy will also be screwed in long-term with this intermittent change in available workers. My company have operated under "Covid free"   with no vaccine requirements / no mask mandates the past year since summer. They sent everyone home due to outbreaks and many people getting Covid (I know some who got Covid the second time with the same symptoms in the span of 3 months). They are freezing hiring, firing some non-essential workers and have delayed a lot of deliveries. 

if you can not make everyone take their vaccines / boosters or wait for a development of a vaccine (not guaranteed), at least putting measures that can prevent crazy outbreaks which gets everyone very sick at the same time.

Sweden never went into a lockdown, never made vaccines obligatory (to my knowledge) or masks for that matter and we are just fine.
