If she has any ties to them, let's hope they find out. She also could just be someone who was walking and saw them and called the police. The shooters/dognappers may have freaked out when they realized they'd nabbed Gaga's dogs and decided to dispose of the evidence. I'm actually so glad they were tied and not just loose so they weren't at risk of being hit or separated or god knows what. Imagine having the heart to do this, but not keep from shooting a man in the chest. Imagine being the person in the passenger's seat who watched Ryan fight for his ****ing life and his babies and doing nothing. I'll never understand it, but atleast we got our happy ending anyways.
