Yeah, my favorite Dylan are his songs from the 1960s.  But he has released a lot of music in the last 35 years.

Same situation for Cher.  She was huge in the 1960s but she has released a lot of music in the last 35 years.  I saw her in concert last year and she is still amazing.

True - but Janet opened the door for Paula into the pop music world.  If Janet doesn’t hire her to choreograph the Control album videos, Paula likely doesn’t get her break as a singer / performer.

The list is rock heavy - which I love. And for Spin, that makes sense. Rock was king when they started. Hip hop was up and coming and gaining traction, which is why there's a lot of hip hop artists on the list. As for pop (and its tangents), though huge in terms of radio and sales (Mariah, Whitney, Boyz II Men, etc.), it really wasn't part of the Spin world for roughly the first 15-20 years or so of the magazine. It was (obviously) a very different time in music than it was now. 

And it seems pretty obvious they chose to lean heavier into the first half of their existence than the second. 

So, for me, it's a very good list. For the record, Nirvana was the biggest act - pop, rock, or rap - in the world even after Cobain died for years and years (and it wasn't even close). They changed fashion, music, ideas (Cobain was pro-gay and pro-feminist at a time when that wasn't even close to fashionable) and their really hasn't been a group that's been that big the world over since (speaking only of rock).
