Because of the pandemic, too many people requested mail in ballots, but some didn't get one in time, or they returned it too late so they had to get a provisional ballot on election day. A provisional ballot invalidates the previous mail in ballot. But the issue is, they have to count all other ballots cast first, before they can count provisional ballots just to make sure they don't count someone's vote twice.
