It’s odd to frame this specifically against Taylor and Travis (who can’t just do this on their own, they would have to get approval for coding and zoning reasons) when it sounds like the bigger issue here is that the city or the county or whoever is in charge of the pipe has let it fall into decay and disrepair. That pipe sounds like a ticking time bomb with or without the trees so maybe she needs to raise that first and then talk about the fence and trees later,
