You took what he said completely out of context. He just mentioned his country’s mask policy - which is identical to many other European countries’ policies. As to the object of the discussion, I think no one disagrees masks only work along with social distancing, constant hygiene and etc. I feel what the guy you quoted meant is that many people treat masks as a charm and do not pay attention to other measures.
