The outstanding vote there is expected to favor Biden heavily. Not sure if it's enough yo flip though. Even if it doesn't, if he can hold on to Arizona, Nevada, Wisconsin, and Michigan (all the outstanding votes there favor Biden too) then he wins without Pennsylvania.
