Where I live, if you want to do something like that, the passenger who supervises you has to be approved. They have to spend an hour or so with the student and the teacher, so they know the basics about what to do, how to react and help the student. They also get to know the student's habits, main flaws and things they have to improve. Then, when the student drives with that passenger, you have to have the paperwork that they were officially approved etc. And of course they're supposed to be in the same state as if they were driving, so they're not supposed to be on their phone, sleep, be drunk etc. So it's not just anyone with a license who can do that. But usually it would be a teenager before they're old enough to take the driving test to get the license, and the passenger would be their parent. I will say my answer was answering mores o for adults carrying a learner's permit. There are more restrictions on teenagers, i.e. they must be 21 and can only be 18 if they are a guardian or spouse (unlikely). They also cannot drive between certain hours without a parent, guardian, or spouse and need to have completed a certain number of supervised driving hours before taking a test. Fairly sure completion of supervised hours is not necessary for adults but might vary a lot by state. In all cases, I think it's assumed they would need to be in the same state as if they were driving although I don't see it explicitly outlined on the DMV site. I assume she held a permit in CA so the restrictions are slightly different, but from a quick look it's a similar idea to my state. The permits also usually have an expiration, so I assume she had to reapply a few times if she was driving in 2012 and didn't get licensed until 2016 (?).
