I know I just assumed she'd be performing from somewhere in the LA area because she's still in Malibu and NY has the quarantine rule for people from California (and many other states), plus the VMAs have advertised that some performances will be happening around LA. But I don't think we've had actual confirmation that she's performing from California. 

I actually hope that Cuomo isn't bending the rules for celebrities, as it will only give ammunition to the right (and in this case, I would say "rightly" so).

I doubt very strongly that Gaga would go ahead with Covid rule bending with state regulations. She’s been taking it very seriously
