It's fun for the fans but in the long term, it's quite detrimental to her career.

Besides, she can serve both, if it weren't for the pandemic.

I think this is not completely because of the streaming era. It's more because Katy is losing her fan engagement and becoming irrelevant. The pop industry is always cruel. Pop artists (especially female) will get eliminated once their next generation appear. She's just like Avril, Christina Aguilera, and Ciara at 2012-2014 while they do lots of promo but Katy's chart performance completely outshine theirs. 

For artists who still have momentum and relevancy, lots of promo still work and are effective. For example, Dua Lipa went on this crazy live performance spree late 2019/early 2020. Her single Don't Start Now debuted at no.35 on the bb100 but eventually peaked at no.2 four months later because of her hard work. Then the momentum brought by the single extends to her album and her other singles (break my heart is still climbing without many promos).

Lastly, we are talking about GAGA - who has probably the biggest live performance effect in this age. Both Shallow and Million Reasons received crazy commercial boost after her live performance. If she brings out that level of sensation for Chromatica everything will be so different

I don't even so much miss "promo" as in Billboards and commercials and such.

I miss all the TV shows she used to do, where she didn't repeat the same thing every time, and just had fun. 

But the part of the glory days that I REALLY miss was the way you would log on here EVERY DAY to a thread that said something like "Gaga Leaving Apartment 04/10/2011" and EVERY SINGLE TIME she appeared in public, it was some crazy, over the top avant-garde outfit.
