Sounds very similar to the manmade fires here in Portugal. When a big company can't get a permit to build a structure somewhere because it is protected, they will hire arsonists from the poor population. That way the land doesn't have any habitat left to protect and they are free to build there for even a cheaper price because it is burned down.
