He's losing control of his power and he wants Covid gone because it's largely the reason as to why he will most likely lose his power. But what's the point in funding a measure that's supposed to help contain the virus and see how well it's contained if nobody really cares about containing it even more. Even states that were against Trump on his COVID views are reopening gyms, one of the most contagious places. If people were staying at home and he just defunded it so he could reopen businesses and borders then I would agree, but a lot of people don't seem to care anymore.
