It’s experimental pop. I understand your point, but structural experimentalism and compositional/aesthetic experimentalism are different things. Not to mention that context is key. It may not be experimental in the way that Steve Reich, Phillip Glass, or even The Knife are experimental, but within the context of Top 40 pop music, it is definitely sonically innovative. 911 may not be structurally experimental, but in the context of pop, it’s definitely compositionally and aesthetically experimental. Regarding the haters - I could care less what some of these catty queens think of 911 - critics love it, most streamed album track, the most "gaga" song on the album, and not only will it be a single, it'll be a hit.
