I suppose, we as fans, always guessed the era was a mess. But we never know, until now, that it was actually a bigger mess.

The era also a major shift where Gaga got much lower budget for her next era after that, (Joanne), supposedly Interscope just lost huge chunks of trust in her after the ARTPOP failure to sell. (which is why I can never stop telling y'all fellow stans to buy her albums and not just downloading off illegal sites)

Then lots of us took this tweet of hers as her trying to joke, but what if she really isn't? What if she really want to forget ARTPOP?

This is exactly what I thought at first. I mean the whole thing gave all of us second hand embarrassment, imagine how first hand would be...

But she did say in the paper interview that she was joking about this tweet.

This is true in general but I believe her when she says this tweet was a joke. She has a weird sense of humor. I'm pretty sure she still likes ARTPOP. As late as 2015, she was talking about how ARTPOP filled a "hole in her soul" or something like that. This is when she was already working on LG5. She still acknowledges ARTPOP and isn't embarrassed about it - remember when she read a fan letter from Enigma that said "ARTPOP forever!" - she simply read that and smiled, she could've simply skipped over that part if she didn't like ARTPOP anymore. 

I also think that it's next to impossible for her to just let go of an album that she spent so much time, energy, and emotion on. She put everything she had into it and lived and breathed ARTPOP for years. One can't just get rid of that. She has evolved past that but she still loves it, otherwise she wouldn't be naming Enigma after a lyric from ARTPOP and performing both Aura and Applause at Enigma and Applause at the JWT. She even talked about the inspiration behind DiC at the JWT and mentioned artRAVE as part of it.

I think it's probably Bobby and her label who suggest her not to talk too much about ARTPOP publicly and, frankly, that's a wise business decision.

How much money was spent on the album compared to the outcome 

we have music video budgets, song credits etc. Gaga even bought a song for 80k just not to use it

It was just a total mess, but we been knew.

Lots of projects planned and then cancelled, performance of ArtRave at the World Cup 2014 and Grammys 2014 cancelled, money wasted on projects, $100,000 reimbursed to Jeff Koons for damages. I think when Troy left her it was a much bigger problem than we thought.
