Discrimination still happens very frequently and goes unreported because of the lacking acceptance from the general public. And I think this should also be a reminder that this ranking is just compiling laws & legalities, but is not reflective of what your actual life could be like as an LGBTI+ person in that country. It also should be noted that the LGBTI+ protections in place in Montenegro were passed because it was a requirement to join the EU, not because of activism or social change happening. I know, I am from Montenegro myself. I was also trying to say that reality is different to that which is on paper. I think that's more important, but I guess you can't quantify such info.
