Because the words are vague. Be alert is like saying be vigilant. Be vigilant of what?... Each other. And the belief will be we're allowed out because we're watching out for people in groups. It's like an us and them mentality and we're not in it together anymore. Exactly people will take advantage of that and have more gatherings and it will be ok because they are "being alert". It doesn't really mean anything. I think lockdown should continue as it is. Only its not okay. If more people are gathering, the more and the higher the chance this virus can spread... I agree people need simple words. But Stay Alert compared to Stay At Home is much more vague and less impactful. Look at the London riots? I don't think they were able to do it. They relied on us doing what we were told and now that isn't working. They're switching their tone so it seems like now they are letting people do what they have been doing already.
