Singles after album release doesn't work anymore due to streaming. I think it was for Taylor's lover. So if she is smart and wants this era to smash, she should release at least one song before album release. Anyway not releasing ROM seems a good idea too, because, if they announce the album, then maybe the 'GP' won't already have heard a lot of it and maybe pay attention to the rest ? Although that has reversed in the 21st century, they're still promotional tools and she'll most definitely release a song before the album drops, most likely ROM.
