It seems he is back as the creative/artistic director of the Chromatica era. I think when he did a quick IG Live house tour/q&a he said he's bringing elements back from BTW era (which he also CD) to this one.

Nicola also art directed the HoG museum.

I haven't finished listening to the episode....

But yes Artistic/Creative Directors are basically the lead person in charge of developing and executing the creative vision of a project. Of course, Gaga is super hands-on as always and the Haus work very collaboratively, but there has to be a point person. 

You can Google different descriptions of what Artistic or Creative Director responsibilities are, but it's essentially that.
