Of course he lashed out at the media. Everyone knows he’s being watched from all angles, globally especially and his lack of attention to detail has already been identified. He failed to respond in time and now he wants to downplay—yet again—that he did everything right. It’s all about his image in the public eye. He can cry and fuss all he wants; the truth is still the truth and he will always be remembered for being irresponsible and self-centered.

Trump is still that poor little rich kid inside who was raised by nannies, and told by his daddy that the only thing that will make him proud and valued/worth anything in life is if he's successful and a "winner" at something. So he cheats, lies to himself and others to prove to himself and his daddy that he is something, he is a winner, he's a 'man', he's worth something. From the age of 1 to now 70 something, he has to tell people and prove to people he's worth a damn, and when he doesn't feel like he is deep down, he insults, demeans and lashes out on others just like he would as a 4 year old having a tantrum. What a sad sad human being

“The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.” United States Constitution, Amendment X

Nowhere in the Constitution does it state that he has total power over anything. The closest thing to total authority the U.S. has is martial law, which itself has limitations such as the Posse Comitatus Act. That Act requires that the President get the support of Congress before imposing federal military power over domestic issues. 

Futhermore, Trump could not sign an Executive Order granting himself such authority, as exemplified in Little V. Barreme. That case ruled that the President cannot override an act of Congress nor can the President operate outside of their express congressional authority.
