If I remember correctly, I think even Shallow struggled here. It has a top 20 peak, but that's seen as low for a smash like shallow. I think the main European markets are obviously hard for pop girls to crack, unlike before. She should do TV promo there 

Shallow peaked at #11, it went double platinum and charted for 68 weeks - more than any other Gaga song.
