Some things are definitely getting better. If you take care of your voice, you keep it for a long time. In opera, singers in their 20s are considered young and their peaks are actually 30s to 40s if not later.

Whistle is an entirely different mechanism - some people simply can't manipulate muscles in that way. I can do it like once in a blue moon for 5 minutes before I lose it again  There's a video out there where Gaga is apparently using whistle register. It's possible she can use it but it's inconsistent like mine so she never does it in a song or performance since it would be hard to recreate.

As for Paparazzi, from my experience, low falsetto is actually harder. That's because you have to navigate the transition between registers, which is why she avoids that in Paparazzi and tries to sing it in her chest/modal voice where it's too high at times for her to sing. At the JWT, she sang a G5 in her modal voice  That was amazing. And the A5 was in her head voice. Then the B5 in ASIB and a C#6 now  

It's a really beautiful and I hope we hear just that some day, without harmonies and production, to experience it in its full glory like TEOG from JWT.

But in general, it's best not to push it too hard. After one point, you kind of lose the gains from singing higher and higher. Better to just sing something better suited for your voice.
