I am sorry but not everything is about commercial success. Joanne was there to clear her image which was destroyed by the overexposure during BTW and the ARTPOP disaster. The C2C era, the tribute era and the Joanne era were all there to slowly but surely build up her image again and it worked. Many people had a different perception about Gaga and took her more seriously as an artist. 

You saw a difference of how media wrote about Gaga during the ARTPOP era and the Joanne era. During Joanne era Gaga wasn't stamped as a flop as she was during ARTPOP even though both eras were 'struggling' commercial wise.  Gaga intended to do Joanne not for the sake of being successful (well not primarily) but to dampen the damage to her image.

well when you’re an international superstar and pop icon who is signed to a major label and you generate millions of dollars/ have a brand to run you release an album to coincide with where you’re at but also with the intentions of tweaking what was not right the time before. So I’d say both.

First of all she wanted to do this album primarily for herself, her father, her family and friends and additionally she hoped that she could help fans with that record to connect with it.

If she would have cared that much about commercial success she would have kept the 8 RedOne songs to play it safe but she didn't want to because she is an artist, not primarily a fabricated pop star. People need to realise this and accept that.

It’s such a messy idea to sit here and acknowledge RedOne as if he’s this Godlike force that was churning out the hits for Gaga when in reality, he gets writing credits for a lot of minuscule stuff, and beyond that everyone here lauds him like he’s this amazing producer when he’s literally repeatedly used the same melodies and chords in songs. He’s one of those artists that recycles the majority of his beats/ sound was left in 2010-2012
