In the left of the picture that shows the whole nest you can see what looks like spikes to deter birds from nesting there in the first place. But they could just be the stems. 

When I zoomed into the pic the spikes were connected underneath the flowers so I think they’re the stems coming off. Either way, the formatting & patterns of the nest are beautiful. That pigeon is talented 😂
