I'd still count it being released in 1989... its like Just Dance wasn't released in the UK until 2009 and didn't get WW attention until 2009, but it was released in the US + Canada in 2008

But the track didn't do much in the last 2 weeks of 1989 in the US and started charting in 1990. Honestly it's considered a 90s track.

Yes and no. Songs that are on the border can go either way. “Rock With You” by Michael Jackson was released in November 1979, but it didn’t hit number one on the Hot 100 until January 19th 1980. It was released mostly in 1980 worldwide. But on the other hand it was produced in December 1978-July 1979. So even though it had more of an impact on the 1980 charts (Michael Jacksons album Off the Wall became the third biggest selling album of 1980), it very much has a late 70s production and disco sound that was still popular in the early 80s. Disco stayed around till around 1982/83 by which time it had merged somewhat with funk and electro.

I think it just depends on the song, album or artist. Violator by Depeche Mode was released in January 1990 but was made entirely in 1989 with some of the singles alreade released in 89. Some would argue it’s a 1989 album. Others might say it’s a 1990 album. Same with The Clash’s London is Calling at the end of the 70s/start of the 80s.

Did anyone post Laura Branigan?  All her discography is so vocally on point but the 80s sounds are, too. This one's from 1984
