Madonna. But at the same time, any artist who consider themselves a SINGER singer would always reference Mariah as an influence. I think Madonna is bigger but Mariah is more influential.

Mariah is probably in the top 10 of the biggest female pop stars ever, but I'm not sure if she's in the top 5 and she's definitely not #2

As the biggest lamb, i have to say Madonna because with Madonna it’s bigger than music. She created pop cultural phenomenons and used visuals and controversy to propel her career making a bigger impact. Mariah doesn’t really care to do that. She’s a singer songwriter at heart and just focuses on that and crushes the hell out of it. She of course created the blueprint for today’s rap/sung collabs and r&b vocal performances but overall big picture, Madonna seems to be bigger. 
i think numbers wise Madonna has sold more too? Obviously she’s been doing it longer. I think Mariah’s always titled “best selling female artist” because of her average sales and the amount of time she accomplished it
