I don't think Gaga thought Paris was a talented musician, but it's probable that she she genuinely thought the people behind Paris Hilton's album crafted a decent pop album. Yasss! I feel a large portion of his fans have been following him since MySpace. With his online following the hype will probably carry it but I doubt he will have longevity in the long term.
