Well if it was just one more desert video with some flowing dress it would just be like many music  videos or perfume commercials etc. Here you see quite a lot of shots looking similar and it's all coming from this same video so it's hard to believe it wasn't recycling.

At the end of the day it's the best promo possible for Petite Noir.

What is being inspired by another person's creative idea?

For me it means finding a new idea out of someone's idea/creation, not copying it 80%, that's not creative.
