Especially not for privileged cocky teen boys. He should know the concecuences of his actions to the worst extent. You cant just do that to somebody, brag about it then show it off to other people. It's not uncommon. Minors are held to lower standards than adults. What this teenager needs is mandatory mental supervision and counseling. Had he been an adult, it would've been a different story.
