17 is old enough to consent with an older adult but as previously mentioned to act like this with a fan on stage is just creepy. He's in a position of influence and power over whoever he brings up there. Someone may be too afraid or caught off guard to say "No" to a celeb like that in front of a crowd.

Well he didn't touch it with the palm of his hands but more like rested his arms on them during the back hug.  So basically his wrists were resting on them.
