Would Gaga ever release something unreleased?

She did it with You and I! While she didn’t release Brooklyn Nights, she sang a snippet at the ArtRave! Nothing on (But the Radio) was, allegedly, remade for ARTPOP. Tea has been teased, and in my personal opinion, I think it’ll be released at some point. I think she would definitely do it. It’s just a matter of finding the right song and vibe

Most of The Fame/Pre The Fame stuff was produced and/oe written with or about Rob, and I think she's totally over that time of her life now.

As for the Fame Monster stuff, there could be a chance but it would now feel dated, plus I don't think Gaga will ever be that dark anymore.

Born This Way deluxe already has 17 tracks and we all agree there could have been less, so assuming they chose the best tracks to be on the album, I don't really think those unreleases songs would be that interesting (even tho I'd clearly give eveything to hear them)

Everything ARTPOP releated is tied to her previous management, I really think she wanna go over it completely, that's why she snubbed the album at the JWT and, well, at Enigma in the first place imo. And we can all actually understand her, even tho ARTPOP is my personal favourite album of Gaga, and I would give everything to hear Act II.

Joanne's unreleased songs are clearly as country-rock sounding as Joanne itself, and I don't think Gaga will explore that genre ever again, just because, as she said, she did that album because "she needed to"; but it's pretty clear she now moved over it (unless for MR which became a Gaga classic luckily, so yeah there's that).

So no, sadly, I don't see a possibility in that happening.

I doubt the music she made before LG5 was Joanne were actually in that genre, the producers involved weren't country / rock, so maybe those songs being used one day ?

She said she erased BTW outtakes from existence because she didn't want anyone to hear them.  Which is sad, all her unreleased material could be used in a future compilation of some sort.
