Yes. I think they left it for 2020 because they weren't sure if October and November were enough time for it to explode, but it did.

One good thing about leaving it until next year is that the music and movie will be recognised by the Oscars, so maybe that's an advantage.

Many songs/soundtracks go for the following year's Grammy anyway. Glory by Common and John Legend is an example of that

I think it’s because the cut off date is the end of September

True I forgot about that, but Taylor underperformed this year (undeservedly so), and i’m pretty sure ASIB would’ve been nominated for AOTY, yet Reputation wasn’t. 

But I agree I think the competition in 2020 will be much greater.

Yes but they decided to release the album after September, so maybe they just want to be present at both years' Grammys, which I think is smart.

I mean do you really think they will let Taylor leave empty-handed? I wouldn't have been surprised if Gaga had won AOTY and had lost to Taylor in BPVA

I liked Reputation and Delicate is one of my fave pop songs of 2018 (well as a single in 2018, I know its from 2017), but she deserves the snub imo. The Grammys tend to not award/nominate massive declines in impact compared to the previous era. Look at ARTPOP, Witness, 4 etc.
