No because spray tan =/= blackface.  Otherwise you’d be saying anyone who spray tans is trying to do blackface.

But isn't a black person dying their hair blonde (which is a distinct white person's feature)  can be considered as them trying to be white or at least have lighter coloring?

Blonde is a color not a hair style so it isn’t specific to anyone’s race seeing as there are black people born with blonde hair.
