Solid water = ice (frozen water) Liquid water = water we drink It's important because we've known there's obviously H2O on Mars, since there are ice caps. But due to Mars's lack of thick atmosphere and many other factors that support life, if there is any life it would be below the surface. There is evidence liquid water flowed on Mars before, but a "lake" below this ice is exciting because there aren't significant traces of liquid water on Mars today.
