From singing abilities to selling out arenas worldwide to acclaim in performance to musical status (Gaga did the Superbowl twice), Jennifer doesn't seem to match the legend status at all. Just because you never hear her belting out (which she actually can) cos the music she chose to do don't really need it, doesn't mean she cannot sing. You may not know her or familiar with her or like her at all. However, she did great. Cannot escape her songs at the radios and the clubs on late 1990s and early 2000s. She was AROUND. She have long standing career (19 years and counting!) that many people would get jealous of. Nobody can go years and years in the showbiz unless they got something. Many of her peers that came out the same time as her are unheard of now. And J.LO is still around. It's just that simple. She is a legend. Period. I'm sorry but these examples just show how mediocre she is at singing, with a level of expertise almost at Selena Gomez level. Whispering is not real singing, not even to be considered a "legend" for it. I think your use of the word "legend" is very different from mine, but I really don't see anything on her that screams "legendary". There are a few artists with almost same amount of years in the business and you don't see anybody calling them "legends" for that. And in its purest form like classical opera and stage plays, the main vocalist are the one who belts. It is requirement.
