It sounds like either dentures coming loose or like he's balancing something on the back of his tongue, like a piece of gum he forgot to take out or some phlegm he coughed up right before going on stage and didn't have anywhere to spit it. I'm going with the ball of phlegm/spit because because that's what it sounds most similar to.

He mumbled a few other words, like he has done in a couple of other speeches in the past couple of months. This last slur was the most obvious it's been.

Yeah but anyone can mumble or stutter in speaches especially older people. U dont have to assume its a stroke

If my Grandma was talking like that, I would want her checked out by a physician as soon as possible to see if she was experiencing TIAs.

If an older person starts slurring their words to this extent, it's definitely something to be concerned about.
