IMHO the Japanese just very reserved about things. They don’t go announce something publicly, it just not their culture. They just minding their own business most of the time unless you ask them. Many Japanese people are still not educated enough with this matter. And they are just the same like everyone else in this world. Some are open minded. Some are don’t.
