On the podcast billboard did recently about the 'Artist of the Decade' they mentioned that it would hurt Adele's chances being out for 2 years but she was still in the running for the crown, they also didn't give details about how the formula will work.

Releasing Judas was the worst career move Gaga could have done. Alejandro’s MV and BTW were already polarizing enough for the GP. She should have released The Edge Of Glory as the proper second single with a radio deal, and it would’ve slayed effortlessly. It’s sad that Gaga hasn’t had a #1 hit on Pop Radio since they released Judas.

The order isn't a factor, last decade Eminem beat Usher overall even though Usher had a much more impressive Hot 100 career.
