I think it's completely plausible that she and DJWS could have been working on it that far back. She said in August/September, and when she was supposed to go on the Dive Bar, that she was working on new music. She also said that she has music, but that she just doesn't know how she's going to release it.

The stuff she could be working on right now could have been the stuff she was working with, with RedOne. I don't think she scrapped that album because it wasn't good. She even said that it was going to be "the return of the pop star, Gaga" or something to that effect in 5F2 (or maybe it was an interview, I don't remember). I think that she's shelved it, but is currently reworking it with DJWS. I wouldn't be surprised honestly if she decides to release them at any time.
