Yes. 

When Rapp eventually got bored, he went into Spacey’s apartment bedroom, sat on the bed and watched TV. After everyone else had gone, Spacey entered the room. Rapp said he appeared drunk:

“He picked me up like a groom picks up the bride over the threshold. But I don’t, like, squirm away initially, because I’m like, ‘What’s going on?’ And then he lays down on top of me.”

“He was trying to seduce me,” Rapp said. “I don’t know if I would have used that language. But I was aware that he was trying to get with me sexually.”

Eventually Rapp managed to get away, but said Spacey followed him to the front door, asking if Rapp really wanted to leave. Rapp said yes, and went home.

The OP, in his headline, is the only one attributing the cancellation to the revelation. It's not anywhere in the cited article; in fact, they say the opposite:

It was waiting to be potentially renewed and the crew of hundreds was hoping it would be. TV Line is not a reputable source either -- with Hollywood, the trades report the real information. Variety, THR, EW -- all reporting that Netflix heads met sunday and then decided to cancel.

Again, entirely subjective. Rapp also states that he inferred Spacey was a homosexual simply because he saw a photo of him with his arm around another man. Let's be realistic here.

Yeah I'm sorry, but that's "acting inapproprite with a minor", not "rape/molestation/assault". Spacey needs to be under investigation, but instead tons of people are out of work. An entire mini-economy just crumbled because of an allegation. Thats the scary part to me -- NONE OF THIS HAS BEEN PROVED IN COURT. And Spacey doesn't remember any of it and Rapp was the one who had snuck into room -- I think Rapp meant well and do believe it was a strange encounter, but this fallout with zero evidence isn't justice.

I'm just going to repost my other response:

It's not like the show would've gone on for 20 seasons. The show was nearing it's end and these people on the show know all about the business. They know that any show that they're on could be canceled at anytime. They were lucky to be on a show that will last 6 seasons. They're professionals who will find work. 

And again, we already knew that the show was ending amidst reports from a few months ago.

At no point in this entire thread did I excuse Kevin Spacey's behavior. I stated that it was a weird encounter and inappropriate, but not enough to label him as a child molestor and cancel his show.

I get what he did was bad, but that's extra...

I don't watch the show, but can imagine the outrage of fans
