Hi-NRG  is a genre of uptempo disco or electronic dance music (EDM) that originated in the United States during the late 1970s and early 1980s. As a music genre, typified by a fast tempo, staccato hi-hat rhythms (and the four-on-the-floor pattern), reverberated "intense" vocals and "pulsating" octave basslines, it was particularly influential on the EDM scene. Its earliest association was with Italo disco, which incorporated new American electronic sounds of post-disco into the genre.

Euro-Disco is Hi-NRG where the track is more heavy on the pace or tempo. It is basically the same just the sound or movement when Disco started facing sub-divisions in different communities.

Basically all Euro Disco song falls under Hi-NRG.

This might be true in a sense that she doesn't really have a pure Hi-NRG song but this doesn't mean she didn't incorporate certain Hi-NRG elements into her modern pop songs so the critics could hear similarities. 

Listening to Hi-NRG samples from different songs Hair sounds pretty similar.
