I'm too busy to look into all of the intricacies of this new plan, but I wonder how the Washington Post is spinning the truth here, because that's obviously not going to be the case.

Usually top earners qualify for these types of tax breaks IF they invest their money in stocks and bonds of a certain caliber, thereby incentivizing large companies or conglomerates to invest in small businesses. Without these types of investments, the market would fall apart, with hundreds of thousands of jobs lost. Investment creates jobs - it's a reality. So that's likely what they mean by "tax breaks for the rich." It's not just a simple tax break, there's a requirement that has to be filled first.
