They don't get involved until the prosecutors have already made the case; this division of the IRS gets involved to grind out all of the details on major tax crimes.

I don't know, this aspect could take a while, and there is more to the investigation than tax evasion and money laundering. This is how they will probably get him, though. Also, this is how they will get Manafort to talk. (possibly) Many tax crimes will be state crimes...and those aren't pardonable by the President.
