Because she believes kindness must be unconditional and practiced all the time.  She does not believe in responding to hate with hate or responding to rudeness with rudeness.  She responds with kindness and love.  She sets an example for the world.

An example:  At the 2009 VMAs, as Taylor was accepting her award, Kanye cut in and claimed, on stage, that the award should have gone to Beyonce.  Kanye was universally condemned for his behavior, with people in the industry calling him an idiot, among other things.  Later, when asked about it in an interview, Gaga said it just "happened".  She wouldn't slam another artist for even that.  She praises other artists and wishes them well.  If we practice kindness all the time, we will help Gaga change the world.
