Maybe more "powerful" than Toby, but Ali it's not Big A. Big A wants Ali dead. And I don't even think Ali killed Mona. Ali visited Mona, the first figure we saw - the one who opened Mona's home door - is Ali, but the other figure who entered in Mona's room had shorter hair, you can clearly see it's a blonde wig.
