I think she means that she doesn't understand why she herself would be complicit/doesn't believe she's directly involved in anything bad when she said "I don't know what it means..." 

But she really looked like she doesn't know the word's meaning tbh

Unfortunately for her, the good that everyone has seen in her, has shown itself to be a thin vale which is now torn away when you look at what's happening. They are turning the White House into a family affair, all the power consolidated, and lack of experience also concentrated. I don't know what she whispers into her father's ear, but I know her husband needs all the protection he can get with the absolute lack of knowledge he has about his new position.

A quick look at their ethics advisor, and all reveals itself. Her husband, her father, they are all making money from these decisions, and the overlap is so great that strong moral ethics is hardly an option for them. Russia comes in at this level too, in that Jared Kushner was apparently "unwittingly" booked in a meeting with a bank CEO, well known after a simple google search as someone trained to be a spy and reporting to Putin directly.

This is all a mess, and I'm not sure if I care whether Ivanka gets the boot or the shackles when it's all over at this point.

What part made sense? The part where she didn't defend herself well or ended with "I don't know what it means to be complicit, but..."
