Well this is so you don't have to pay anything extra for roaming when you travel between EU member states and since UK won't be a EU member anymore I guess this will not include them. The UK carriers can still make up their own contracts for their customers tho, but they wouldn't have had to do that if Brexit didn't happen. UK contracts offer roaming for "free" or for cheap worldwide. 2. the UK hasn't left the EU yet. 3. No one knows what will stay and what will go when the UK leaves the EU.
