Till we see it in practice I remain highly sceptical because, you know, it's the GOP we're talking about. There are limits, it's just that our legislature is of entirely of the same party, so they will not stop him. Imagine Trudeau pushing through the pipelines that the indigenous people in NT and NU are protesting without really asking due to a loophole, but everyone in the government is a like-minded liberal (supports the pipeline) and no other party has any representation or minimal at best. There are certainly limits as the President cannot extend his reach beyond affairs the President would typically be expected to deal with, nor can he in any way pass any order that would violate the Constitution. The Constituion itself doesn't say anything specifically regarding executive orders, but they are considered an "implied" power that is included with the description of the Executive Branch's role. Some would argue that many recent Presidents have crossed too far into Legislative territory with their orders.
