And if BTW (the album) is already represented by teog at the super bowl, that means there is a chance that BTW (the song) won't be performed.

Guys, a song doesn't have to be a single to be licensed for use in a video game. Just Dance sometimes uses non-singles from artists for their games (4x4 by Miley, No Control by 1D, Teacher by Nick Jonas). Also, A-YO's inclusion was announced weeks ago. It's been a really long time since the last Gaga pack. BTW was the only then-new song in Gaga Pack 2. PI will have to wait until Gaga Pack 4 in 2022.

Don't lose hope, with RB4 there have been instances of some artists getting more tracks added within a month or so. Justin Bieber and 1D come to mind (in fact, they had a album tack added as well, think it was called Never Enough)
