I want to agree with you, but those categories are very broad. Madonna had two comeback songs: Frozen and Hung Up. Gaga had two underwhelming songs (in comparison to her prior success): Applause and Perfect Illusion. Also Madonna had three singles that hurt her career in some aspects: Like a Prayer, Erotica, and American Life

Also, the pop game has changed considerably since Britney's day. It's not nearly as specific to be the one pop star on top because it's a constant fight for the top spot nowadays. Applause v. Roar is a huge example of that, one which Gaga ultimately lost commercially, but made up for in her performances and music prowess. Especially now with Ariana, Selena, and Taylor in the game, there is no one generational icon anymore, but ones that fill a specific niche in pop culture. Like, Rihanna might have awful album sales, but she streams like crazy. Beyoncé is a generational icon as well, but she is in her own niche that she has carved out for herself, and only herself

Pop music culture is just not the same as it once was, and, I find that to be amazing. It may have looked like Gaga had all it took to be the single next generational icon, but, with the rise of social media and streaming, everything changed, and it gave room for other pop musicians to cater to various audiences that share a common base or interests, while being able to share a pedestal regardless of their strengths and weaknesses. That's just my thoughts on this
