I tour in a show with Live Nation, and they can charge whatever they want for tickets, and sometimes the headliner disagrees but is powerless. In this case, Wynn has more than likely contracted her to come out, and have decided to charge whatever they like for tickets. Another reason you haven't really seen Gaga promoting it herself.
